I would like to erase a dvd that already has a video on it so I can burn a different one, is this possible? If so, could you link me to a program?Making a blank dvd from a dvd with a video already on it?
Possible only if the disc has the RW written on it, otherwise you can't.
Any burning software like Nero has this feature. Even if you forgot to erase the disc and try to burn again on it, it will ask you to erase first before burning.

Not possible unless it is a rewritable disc.
You can only do it if it's a rewritable DVD (DVD-RW, DVD+RW, or DVD-RAM). No other DVDs can be erased and re-recorded.
