I want to start making computer art, what do I need?

I draw a lot and I really want to start creating computer art. I'm interested in a tablet of some sort, but I don't know anything about them or about that sort of technology. I want to make the digital art like I frequently see on Deviant Art. I don't have a ton of money and I don't have really knew computers, my newest one is a 3 year old laptop. So I need something easy to use, relatively cheap, and that doesn't take up too much memory. Any tips?I want to start making computer art, what do I need?
